the romanian diplomat kidnaping in new dehli oct 1991 from jor bagh area involved 10 militants of the klf,one of the groups top leaders was captured by the security forces in the janghirpuri area new dehli his name was dr hari singh khalsa lt gen klf who under interogation revealed cartain facts about the kidnaping,ss saini then ssp chandigarh travelled to dehli to torture hari singh in the red fort interogation centre,during liviu radus days in captivity he was moved around from place to place in new dehli,and taken to the punjab dist jalandhar and ludhiana dist from were he was put on a train to new dehli,bhai pritam singh sekhon alias raju was the planner in this operation regarding the kidnap and shifting of radu to punjab,along with manjinder singh alias issi alias comrade and rank and file fighters like shaheed devpal singh.

ssa to all, bhai devpal singh was a student of PAU and he was well educated and proffesonal of making bomb, while radu was kidnaped he was a patient of asthma and he was on special medition, bhai devpal called radu,s wife from pco in delhi to ask about that medition to give radu but local police was tracing the call and traped devpal singh, when devpal knew he got traped he tried to run but fell down with the bullet of asi police in his leg and then he swallowed cyined.
